There are questions you need to ask yourself when building electric fences for animals:

The measurements are from the ground up. The red line means it is a charged wire, while a black line means it is a grounded (not electrified) wire.
Recommended Electric Fence Configurations for Livestock Containment
As a general rule, there should be a “Hot” wire at chest level for the animal that you are trying to contain or repel. Another hot wire should be placed at nose level.
For example, if you are trying to keep a normal sized cat out of a garden, there should be a hot wire at about eight inches above the ground and another at about 12 inches above the ground.
Obviously, if there are multiple species and sizes of animals, more strands will be needed.
